I dont think making them aritfacts will be a good idea. It will make then hardly accesable, and not being able to make them yourself takes away a lot of the fun.
Advanced brew potion... hmm... You say that the potion effect can't be descripted using a 3nd spell. That means that you have to change the hole potions system.
But, try taking a look some of the potions in the 3nd book. Potion of Firebreathing doesn't use any spells i think, and neither does potion of heroism. Maybe your answer lies there.
